This is has been an issue for a while and just have kind of ignored it till now. Can't seem to figure out what is causing it but I made sure that city and photoreal scenery was enabled. Autogen settings are up and I've tried disabling NA openLC that I am using. Not using the Southern Cal scenery from Orbx. I have buidlings everywhere else except here in the city center where the larger buildings should be.

what setting does scenery complexity is? is it at least in DENSE?

yes, it is currently on dense. I have raised it to see if that was the issue but no luck.

Hi, other reason may be a double install of KSAN, and another exclude is doing this.
The config "Scenery configurator" in p3d/latinvfr/Sandiego/ does it have the city buildings enabled?

Yeah it’s ticked. I don’t see a duplicate installed anywhere

how many files do you have on the scenery folder p3d/latinvfr/San Diego_ksan/scenery

64 files within that scenery file

We can't really understand why you don't have any buildings, other than some exclude is causing this.

If you de-activate KSAN do you have default downtown buildings in San Diego?

well thank you for saying to "de-activate" because you were right earlier with there being a duplicate. Its weird because I didn't think to really look to see if it was there twice in the Scenery library. There wasn't multiple installs but it was listed in my sim twice. Once under the add-ons and once under scenery library. So it showed up twice. Just deleted the entry in scenery library and boom! there are the buildings. Thank you for your help!
