I’m looking for the new Discover Airlines Livery for the LatinVFR A330-900. does anyone know where to get this livery or how to make it myself?

Ricardo has posted a blender file to create liveries pinned at the top of the A330 forum, but you will need to have some knowledge with that program.
Ricardo may have your requested livery created. However, there have been a lot of requests for liveries for all the different aircraft, not to mention a lot of requests for improvements, bug fixes, etc. These things take time.
Here are other options if you are eager to have the livery you want...
You may be able to find it on flightsim.to or another freeware flightsim site that offers user liveries. Notice the name of creators that have made liveries for other aircraft and try reaching out to them to request a livery.
You can try hiring someone on Fiverr to create a custom livery. I recommend the seller 'flightflow' from Serbia. I've personally done business with them before. They are honest and do amazing work. However, they charge a reasonable amount for their time and quality. I cannot recommend anyone else from that site, but there may be some good ones out there. Just make sure you read the site rules and be careful to not get scammed.
