LVFR KMSY New Orleans ILS27 Inadequate Range

The IAF VOODO for ILS11 is D24.4 IMSY but I wasn't receiving IMSY until about 18 DME on the localizer. Not sure why this is set for such a low range, that is the default per SDK is 27N so allowing for first 1.8 nm to be runway the localizer should be received at least 26.2 nm permitting a ILS capture at the IAF. I've played with these values using the fspackagetool and I can set at least 45N as used for example in the SDK. Please fix this one, thanks.
