I had this issue too and it turned out to be that the SODE Platform Manager was not activated. For anyone else that might come across this goto your C:\Program Files (x86)\12bPilot\SODE folder and run the "SODEPlatformManager.exe" file as administrator. Once it opens make sure it's registered and if not just click on the register button in the lower right.
